Open State Foundation, like many others, is deeply shocked by Putin’s Russia incursion into Ukraine. We see the war as an attack on a democratic society that is moving towards more openness. Authoritarian leaders feel threatened by openness. We are convinced, with the majority of Ukrainians, that with openness all citizens can be involved in the governance of their country. Openness ensures that politics can be controlled, that trust increases, corruption decreases and innovation is boosted. Ukraine has great initiatives in this area, including the electronic procurement system Prozorro, from which the Netherlands can learn. Open State Foundation stands in solidarity with Ukraine and the Ukrainians and hopes that this horrific war will soon be over and this attack on democracy and openness will be repulsed.
