In a blogpost we described five tips for the government&#8217;s researchers to take into account.<!--more--><\/p>\n<p>In the <a href=\"https:\/\/medium.com\/gov-transparency\/vijf-tips-voor-het-onderzoek-naar-een-echt-open-handelsregister-d0921595ebbf#.5r34nn7ro\" target=\"_blank\">blogpost<\/a> which was written in Dutch, we suggested the researchers to not waste time in looking at how much money the Dutch Chamber of Commerce is making out of the companies register (40 to 50 million euro annually) but at how much money is wasted every single day because the companies register is not open. Have a look at Tim Moss, executive director of the British <a href=\"https:\/\/companieshouse.blog.gov.uk\/2015\/06\/22\/free-access-to-over-170-million-company-records\/\" target=\"_blank\">Companies House<\/a>:<\/p>\n<div class=\"video-container\">\n  <iframe loading=\"lazy\" src=\"https:\/\/www.youtube-nocookie.com\/embed\/27CT4m4-DJk\" width=\"560\" height=\"315\" frameborder=\"0\" allowfullscreen=\"allowfullscreen\"><\/iframe>\n<\/div>\n<p>The blogpost referred to other countries where progress is being made, such as <a href=\"http:\/\/www.rudebaguette.com\/2016\/01\/13\/france-converging-its-open-data-strategy-with-startup-innovation\/\" target=\"_blank\">France<\/a>, where all companies information will be open data by January 1, 2017, but also mentioned <a href=\"https:\/\/datacvr.virk.dk\/data\/\" target=\"_blank\">Denmark<\/a>, <a href=\"http:\/\/data.norge.no\/data\/registerenheten-i-br%C3%B8nn%C3%B8ysund\/enhetsregisteret\" target=\"_blank\">Norway<\/a> and <a href=\"http:\/\/economie.fgov.be\/nl\/ondernemingen\/bce\/pub\/opendata\/\" target=\"_blank\">Belgium<\/a>. It pointed to the fact that business information and company information is one of the <a href=\"http:\/\/www.europeandataportal.eu\/en\/content\/creating-value-through-open-data\" target=\"_blank\">highest valued<\/a> open datasets possessed by governments for commercial re-use.<\/p>\n<p>It showed that the Dutch Chamber of Commerce already has an API and has showed it in the past to developers but has not made access possible. The Chamber of Commerce has used hackathons not to promote re-use of its API but only to derive ideas from the community for its own benefits not for public use.<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"alignnone size-full wp-image-4018\" src=\"https:\/\/openstate.eu\/wp-content\/uploads\/sites\/14\/2016\/01\/Screen-Shot-2015-10-31-at-16.50.22.png\" alt=\"Screen Shot 2015-10-31 at 16.50.22\" width=\"2078\" height=\"1226\" srcset=\"https:\/\/openstate.eu\/wp-content\/uploads\/sites\/14\/2016\/01\/Screen-Shot-2015-10-31-at-16.50.22.png 2078w, https:\/\/openstate.eu\/wp-content\/uploads\/sites\/14\/2016\/01\/Screen-Shot-2015-10-31-at-16.50.22-620x366.png 620w, https:\/\/openstate.eu\/wp-content\/uploads\/sites\/14\/2016\/01\/Screen-Shot-2015-10-31-at-16.50.22-525x310.png 525w\" sizes=\"auto, (max-width: 2078px) 100vw, 2078px\" \/><\/p>\n<p>We advice the researchers to have a look at the British <a href=\"https:\/\/beta.companieshouse.gov.uk\/\" target=\"_blank\">Companies House<\/a> which provides not only access to open data, such as preferred bulk downloads in <a href=\"http:\/\/download.companieshouse.gov.uk\/en_output.html\" target=\"_blank\">csv<\/a> or <a href=\"http:\/\/download.companieshouse.gov.uk\/en_accountsdata.html\" target=\"_blank\">XBRL<\/a> but also a well-documented <a href=\"https:\/\/developer.companieshouse.gov.uk\/api\/docs\/index\/gettingStarted.html\" target=\"_blank\">API<\/a>. Real-time access to reliable, dependable government data, via a standardised digital interface. This is what registers are for.<\/p>\n<p>Then we strongly believe for this research to make sense, that researchers should listen to others, such as the <a href=\"http:\/\/www.rekenkamer.nl\/Publicaties\/Onderzoeksrapporten\/Introducties\/2014\/10\/Basisregistraties\" target=\"_blank\">General Auditing Office<\/a> which said that it is unclear how much the companies register actually costs and in the past said that tariffs hinder public re-use. We cited Bas Eenhoorn, the <a href=\"http:\/\/fd.nl\/economie-politiek\/1134298\/kabinet-heeft-minister-van-ict-nodig\" target=\"_blank\">Digital Commissionar<\/a> of the Dutch government who said that government registers such as the Land Registry and the companies register need to be open. We also pointed to a recent <a href=\"http:\/\/www.pooq.nl\/blog\/nieuws\/799\/zzp-er-ontevreden-over-kamer-van-koophandel\/\" target=\"_blank\">research<\/a> among startups and entrepreneurs of which 81% supports access to an open companies register.<\/p>\n<p>Also, researchers that are going to advice parliament and others need to look at what is happening around the world. They should look at how the cabinet of <a href=\"http:\/\/www.theguardian.com\/business\/2013\/oct\/31\/public-register-firms-secret-owners-cameron\" target=\"_blank\">David Cameron<\/a> also announced that a planned register setting out the true owners of companies will be <a href=\"https:\/\/www.gov.uk\/government\/news\/public-register-to-boost-company-transparency\" target=\"_blank\">open to the public for scrutiny<\/a>. The post not only mentioned developments in France and <a href=\"https:\/\/www.datainfogreffe.fr\/page\/home\/\" target=\"_blank\">Infogreffe&#8217;s open dataportal<\/a> and <a class=\"markup--anchor markup--p-anchor\" href=\"https:\/\/www.datainfogreffe.fr\/api\/v2\/console\" rel=\"nofollow\" data-href=\"https:\/\/www.datainfogreffe.fr\/api\/v2\/console\">API<\/a> but also suggested to look at <a class=\"markup--anchor markup--p-anchor\" href=\"http:\/\/data.go.id\/dataset\/direktori-perusahaan-industri-indonesia\/resource\/3d9d3165-129e-4d34-938d-cab45131c4da\" rel=\"nofollow\" data-href=\"http:\/\/data.go.id\/dataset\/direktori-perusahaan-industri-indonesia\/resource\/3d9d3165-129e-4d34-938d-cab45131c4da\">Indonesia<\/a>, <a class=\"markup--anchor markup--p-anchor\" href=\"https:\/\/catalogodatos.gub.uy\/dataset\/registro-de-empresas-industriales\" rel=\"nofollow\" data-href=\"https:\/\/catalogodatos.gub.uy\/dataset\/registro-de-empresas-industriales\">Uruguay<\/a>, <a class=\"markup--anchor markup--p-anchor\" href=\"http:\/\/data.norge.no\/data\/registerenheten-i-br%C3%B8nn%C3%B8ysund\/enhetsregisteret\" rel=\"nofollow\" data-href=\"http:\/\/data.norge.no\/data\/registerenheten-i-br%C3%B8nn%C3%B8ysund\/enhetsregisteret\">Norway<\/a>, <a class=\"markup--anchor markup--p-anchor\" href=\"http:\/\/data.gov.au\/dataset\/asic-companies-register\" rel=\"nofollow\" data-href=\"http:\/\/data.gov.au\/dataset\/asic-companies-register\">Australia<\/a>, <a class=\"markup--anchor markup--p-anchor\" href=\"http:\/\/data.gov.ro\/organization\/onrc\" rel=\"nofollow\" data-href=\"http:\/\/data.gov.ro\/organization\/onrc\">Romania<\/a>, <a class=\"markup--anchor markup--p-anchor\" href=\"http:\/\/economie.fgov.be\/nl\/ondernemingen\/bce\/pub\/#.Vqt9vVMrLok\" rel=\"nofollow\" data-href=\"http:\/\/economie.fgov.be\/nl\/ondernemingen\/bce\/pub\/#.Vqt9vVMrLok\">Belgium<\/a> or <a class=\"markup--anchor markup--p-anchor\" href=\"http:\/\/date.gov.md\/ckan\/ro\/dataset\/11736-date-din-registrul-de-stat-al-unitatilor-de-drept-privind-intreprinderile-inregistrate-in-repu\" rel=\"nofollow\" data-href=\"http:\/\/date.gov.md\/ckan\/ro\/dataset\/11736-date-din-registrul-de-stat-al-unitatilor-de-drept-privind-intreprinderile-inregistrate-in-repu\">Moldovia<\/a>.<\/p>\n<p>Finally, we advised the researchers not to waste time with all kinds of excuses, sideways, such as proposed laws to give the Chamber of Commerce an exclusive database right and other exemptions from the law only to keep an old fashioned system in place.<\/p>\n<div class=\"video-container\">\n  <iframe loading=\"lazy\" src=\"https:\/\/www.youtube-nocookie.com\/embed\/05hvsCiN6Dw\" width=\"560\" height=\"315\" frameborder=\"0\" allowfullscreen=\"allowfullscreen\"><\/iframe>\n<\/div>\n<p><\/p>","protected":false},"excerpt":{"rendered":"<p>In November 2015, the Dutch parliament voted by an overwhelming majority to back a resolution that asks economic affairs minister Henk Kamp to investigate an open companies register.
